Functions of the Committee



Working Committee :

The Working Committee of society shall be composed of all members nominated by member organizations and individual members.
The Executive body shall consist of 11 members.
Powers, Duties and Functions of the Working Committee :
i. To approve the Society’s annual report.
ii. To pass the Society’s audited accounts.
iii. To appoint the Society’s auditors.
iv. To approve the Society’s annual programme and budget.
v. To elect the Working Committee of the Society from amongst its Members.
vi. To establish overall policies for the working of society.
vii. To establish for overall vision and thrust of society.

Quorum and Notice of Meetings and Periodicity of Meetings:

The Working Committee shall meet ordinarily twice a year and the gap between two meetings should not be more than 8 months. The place and time of the Working Committee meeting are decided by the Working Committee.
An extra-ordinary Working Committee meeting, however, could be summoned by the Working Committee, or on receipt of requests for such meeting from 50% of the Members of society Members will receive notice of ordinary Working Committee meetings 7 days in advance. The notice period for extraordinary meeting will be 3 days if the Working Committee calls it, and 3 days if Members demand it.
Voting
Each Member shall have one vote by person. In case of equality of votes, the President shall have the right of a casting vote.

Meeting:

The Working Committee shall meet once in a year in the month of September to elect executive body.
Extraordinary meetings of the Working Committee may be convened at any time when called for by the Executive body within ten days notice to all members.
The Executive body will meet once in a month or earlier if three is need for it.

Composition:

Seven to Thirteen persons, including the Office bearers shall be the strength of Working Committee. The Working Committee elects President, Vice-President, Secretary, Joint-Secretary, and Treasurer. The elections will be held once in 3 years and any member is eligible for re-election to any post in these elections.

Quorum and Notice of the Meeting:

2/3rd of the Members of the Working Committee shall constitute the quorum for the meetings. In the event of lack of quorum, the meeting will be adjourned and will meet again after two hour at the same venue. The decisions taken in such adjourned meeting will be considered as valid as taken in a regular meeting with quorum present. The Working Committee shall meet at-least 2 times a year or as and when it is necessary at a given time and place so decided.
A minimum notice of 7 days shall be given for any meeting of the working committee.
In the event of urgent work resolutions can be circulated among Working Committee members through (i) e-mails; (ii) telephone/fax/mobile etc., and it will have the same effect of Working Committee decision, but will need to be ratified in the next Working Committee meeting.

Filing up of Casual Vacancies:

All vacancies arising among the Working Committee of society during their tenure of office shall be filled in amongst the Members of the Working Committee.

Powers/Duties/Functions Of The Working Committee:

1). All powers of administration, management of funds, supervision and implementation of programmes shall vest in the Working Committee. Whenever necessary, it may delegate its powers in other sub-committees, or to the Secretary and Treasurer.
2) Working Committee shall have the power to appoint staff (or may delegate the same) according to such term and conditions that it may frame from time; shall execute all the activities and programmes decided by the Working Committee; may also tame disciplinary actions, including dismissal of staff.
3) Working Committee shall have the power to constitute sub-committees as required, and to define their powers and functions.
4) Working Committee shall have the responsibility to conduct Working Committee meetings, elections, auditing, etc.
5) Working Committee shall ensure that the accounts of the Society are maintained as per law.
6)No activities of the society will be carried out anywhere outside India.
7) The benefits of the society are open to all irrespective of caste, religion, sex, creed etc.
Term of Office of the Working Committee and Office Bearers: Each member of the working committee shall be elected for a term of 3 years at the Working Committee meeting.
